Someone has locked off the Launch Tower, hiding all their hard-earned loot at the top. ARC seems to have ramped up their defenses in response to the heightened activity.

Insert a fuel cell into a generator at the base of the ziplines to open the doors to gain access to the Launch Tower loot. These fuel cells can be found around the Launch Towers at one of the six entrances to the tunnels or next to one of the two orb-shaped gas cannisters.
Loot
Teal Lockers spawn at the base of the launch tower that can contain the Industrial Battery needed to open up the doors.

A Spaceport-only condition where the loot at the top of the Launch Tower is greatly increased, but the ziplines up are locked and ARC defenses are ramped up.
How do you unlock the Launch Tower ziplines?
Insert a fuel cell into the generator at the base of the ziplines to open the doors and gain access to the tower's loot.
Where do you find the fuel cell?
